The Times Of India, March 31 2014, Thane: The state government’s plan to set up growth centres at Bhiwandi, Kalyan-Dombivli and four other locations has developed a hitch.
The Mumbai Metropolitan Region Development Authority (MMRDA), which is the planning authority for setting up these growth centers through the state government, has sought legal opinion from the attorney general and also the Centre as to which law to adopt to take possession of over 1,250 hectares of land in these areas.
State urban development (UD) officials said that when the project was first conceptualized in 2008, it was envisaged that the existing Land Acquisition Act, 1894 would be followed.
“However, last year, the act was amended and came into effect in January. Considering land acquisition is expected to cost over Rs 1,838 crore, we felt it prudent to take legal opinion before starting the process,” said a UD official.
Even as the legal issue is yet to be resolved, the MMRDA has started work on developing the first growth center at Kalyan, where it has already acquired a portion
The growth centres are part of the mega Virar-Alibaug Multi Modal Corridor of the government. In addition to Kalyan-Dombivli, Bhiwandi, the other growth centres are Virar, Panvel, Taloja and Uran.
The project will be a crucial step towards development and creating job opportunitiesat these growth centres.
Work has also begun to widen roads in the Mumbai Metropolitan Region (MMR) at the Bhivpuri-Karjat belt, which will eventually help in connecting the Multi-Modal Corridor.
Incidentally, The state has signed a Memorandum of Understanding with the Ministry of Land, Infrastructure and Transport of South Korea to prepare a master plan to develop the eastern parts of Mumbai Metropolitan Region along the Virar-Alibaug Multi Modal Corridor.
According to the present plan, the Rs-12,975 crore Multi Modal corridorwill not be constructed right from Virar to Alibaug initially; but as part of the first phase, it will be implemented between the 79km route between Virar and Chirner(Rs9,326 crore). The rest 47km between Chirner to Alibaug (Rs3,649 crore) will be constructed later.
