The Times Of India, Dec 10 2015, Gandhinagar: Farmers can expect a bounty as the state prepares a draft bill to implement UPA’s flagship `The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013′ in state. The state government may give as much as three to four times compensation for land acquired from farmers for urban, peri-urban, industrial and service industry.
With Narendra Modi-led NDA not able to make any headway in getting controversial amendments cleared in the parliament, state government has decided to adopt the Act which BJP criticized for long with crucial amendments with change in state-specific rules.
A senior government officer close the development said, “Since ordinances promulgated by the central government have lapsed, the state has initiated process of implementing `The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013′ in Gujarat.”
“A new Bill will be brought in the state assembly to implement the Act in the next budget session of the state along with new rules and regulations to implement it in the state,” the source added.
The state government has assigned the task to a group of bureaucrats headed by a retired IAS to prepare the Bill, rules and regu ations.
“As per the Act, 100% solacium in addition to the jantri or market value of land, whichever is higher, will be given to the farmers. The department has proposed three additional options of 1.2 times, 1.5 times and two times amount of the value of the land,” a top revenue department official said.
“Many states have decided to give 1.2 times and 1.5 times. However we may opt for 2 times the prevalent market price which is effectively four times the value of the and,” the officer said.
