नयी दिल्ली, अक्टूबर २०: आज दामोदर घटी निगम के विस्थापितों के अनिश्चितकालीन धरने का चौथा दिन है. दामोदर घटी के विस्थापित अनिश्चितकालीन भूख हड़ताल की मनसा से दिल्ली आये थे, लेकिन मेधा पाटकर जी और स्वामी अग्निवेश के कहने पर उन्होनो ने पहले तीन दिन सरकार से वार्ता और धरना कबूल किया. जल संसाधन, आदिवासी मंत्रालय के मंत्रियों एवं उर्जा मंत्रालय के उच्च अधिकारीयों से बात करने और वायदों के सिवा कुछ न मिलने के कारण आज दोपर बारह बजे से ११ विस्थापित व्यक्ति, धनबाद, जामताड़ा, पुरुलिया और वर्धमान जिला के, अनिश्चितकालीन भूख हड़ताल शरू कर रहे हैं. इन व्यक्तियों के नाम हैं चंदना सोरेन, विमोला हंसदा, अजीज अंसारी, कृष्ण सोरेन, किशोर मरांडी, वासुदेव मालिक, हराधन हेम्ब्रुम, हरिपद पल, सुरेश ठाकुर, शम्भुनाथ किश्कु, हबीब अंसारी.

रामाश्रय सिंहघटवार आदिवासी महासभा के सलाहकार ने कहा की, DVC के विस्थापित यूँ भी भुखमरी के कगार पर हैं, तो फिर क्यूं न लड़ते हुए अपनी जान दें. सरकार के मंत्रियों के पास वायदे के अलावे देने को कुछ भी नहीं है, लेकिन शायद उन्हें मालूम नहीं की, पेट की भूख वायदे से नहीं रोटी से मिटती है. लोगों को नौकरी चाहिए जीविका का साधन चाहिए वायदे नहीं. आज से हम अनिश्चित कालीन भूख हड़ताल पर जायेंगे, यही आखिरी चारा है.

राजिंदर सचर ने कहा की अगर दामोदर घटी की जनता जिसने देशभक्ति की भावना से देश के विकास के लिए सबसे पहले अपनी जमीन दी और आज उनको दर दर की ठोकरें कहानी पड़ रही है तो यह बहुत ही शर्म की बात है. कानूनी तौर पर उनका हक उन्हें कब का मिल जाना चाहिए था. दुःख होता है की विस्थापन के समस्या से देश का सबसे वंचित तबका आदिवासी, दलित और मुस्लिम समुदाय आज तक जूझ रहा है. कुलदीप नायर ने भी इस बात का जिक्र किया की हालात दामोदर, नर्मदा, भाखरा और बहुत सारी नदी परियोजनाओं के विस्थापितों की ऐसी ही हैं. अगर हम इन नदी घटी परियोजनाओं को विकास की परियोजना मानते हैं तो कहाँ है वहाँ के लोगों का विकास?

अली अनवर, प्रोफ. अमरनाथ झा, मणिमाला, और कई अन्य गणमान्य साथियों ने आंदोलन को अपना समर्थन जाहिर किया. आंदोलन आने वाले समय में अपना संघर्ष उर्जा मंत्रालय को चिन्हित करके करेगा. योजना यह भी बनायीं जा रही है की झारखण्ड और बंगाल दोनों जगहों पर भी DVC प्रबंधन के खिलाफ मोर्चा खोला जाए. जब तक लोगों की मांगे पूरी नहीं हो जाती तब तक धरना और संघर्ष जारी रहेगा.

आंदोलन की निमंलिखित मुख्य मांगे हैं :

१.      दामोदर घाटी निगम के परियोजनाओं से विस्थापित परिवारों को ज़मीन के बदले ज़मीन और एक नौकरी जैसे ३५० लोगों को १९७६ तक दिया गया था दिया जाए.

२.      भूमिहीन और आश्रित परिवारों को भी नौकरी और आजीविका के साधन मुहैया कराये जाएँ.

३.      दामोदर घाटी निगम के प्रबंधन द्वारा नौकरी के लिए पैनल बनाया जाना असंवधानिक है क्योंकि उसमे बहुत सारे विस्थापित परिवार शामिल नहीं होते.

४.      गैर विस्थापित लोग जिन्होने गैर कानूनी तरीके नौकरी प्राप्त की उनको दण्डित किया जाये और अधिकारीयों के खिलाफ कार्यवाई की जाये.

५.      निगम में नौकरी का अधिकार विस्थापित परिवारों के अगली पीढ़ी का भी है क्योंकि उनको न्याय नहीं मिला उनके जीवन में, इसलिए उनके वन्सजों को भी नौकरी दिया जाना चाहिए.

६.      घटवार समुदाय को पुनः अनुसूचित जनजाति (आदिवासी) सूचि में शामिल किया जाए. १९५२ तक उनकी गिनती आदिवासी समाज के साथ हुई है.

७.      आखिर में भू अधिग्रहण और पुनर्वास कानून २०११ के प्रावधान सभी विस्थापितों जिनको न्याय नहीं मिला को मिलना चहिये.

New Delhi, October 20 : Today is the fourth day of the indefinite demonstration by the people displaced by Damodar Valley Corporation. They came to Delhi with an intention of the indefinite hunger strike, which on request of Medha Patkar and Swami Agnivesh was changed to indefinite demonstration on October 17^th. After three days of meeting and delegations to water resources, power and tribal affairs ministry nothing concrete has emerged till day. On day fourth, 11 people from Dhanbad, jamtara, Bardhman and Purulia districts have now decided to go on an indefinite hunger strike from now onwards. They are Chandana Soren, Vimola Hansda, Aziz Ansari, Krishna Soren, Kishore Marandi, Vasudev Malik, Haradhan Hembrum, Haripad Pal, Suresh Thakur, Shambhunath Kishku and Habib Ansari.

Ramashray Singh, Adviser, Ghatwar Adivasi Mahasabha said that the DVC oustees are on the brink of starvation anyway and if they have to die then let us die fighting for or rights. Government has nothing to give us, but promises. But don’t they know, the hungry need jobs and food not their promises. It is for this reason that pressing for our demands 11 of us have decided to go on an indefinite hunger strike.

Justice (retd) Rajinder Sachar said that people of Damodar valley gave their land for development of the country just after independence but it is extremely unfortunate that they are till date having to fight for their own rights for a dignified livelihood. He felt saddened that till date it is mostly adivasis, dalits and minorities who are most neglected and victims of displacement and have to struggle hard to get their legal entitlements of resettlement and rehabilitation. Kuldip Nayar shared similar concerns and said that more or less the situation is same of the narmada, Bhakra, Damodar and other river valley projects in the country today. If we consider these as the development projects then where is development for these people ?

Swami Agnivesh, Ali Anwar, Prof. Amarnath Jha, Manimala too addressed the press conference and also lent support to the movement. In coming days movement will target the Ministry of Power and also open struggle fronts against DVC in West Bengal and Jharkhand. The struggle will go on until and unless the demands are met.

Some of the key demands of the movement are :

1.      Displaced families of the DVC projects should be given land for land and a job, as was done for 350 families by 1976

2.      Landless families and others dependent on the land should also be given jobs and adequate compensation for a dignified livelihood.

3.      Establishing panels for the recruitment by DVC is illegal as established by even Courts since many of the displaced families are not covered in this.

4.      Corruption in the allotment of jobs to non-displaced people should be investigated and guilty officers and people be punished.

5.      Right for gainful employment is applicable to next generation of the displaced people also and not limited to the first generation of affected people.

6.      Ghatwar Community must be included again in the Scheduled Tribes List, as it was till 1952.

7.      Lastly, Land Acquisition, Resettlement and Rehabilitation Bill 2011 must be applied retrospectively so that those displaced earlier can also get the same R&R entitlements.
